Has to do more with US sugar support prices than anything else. Recently
it was decided to close the Lifesavers candy factory in Michigan and move
the operations to Canada. Reason, higher US sugar prices. In Canada they can
buy sugar on the open market (not just from Cuba). The manufacturer will be
able to save something like $90 million dollars in overall production costs
due to lower sugar prices.

Coke in Mexico is IIRC correctly also made with pure cane sugar.
