questionnaire response rates?

We're launching a two-year inventory and assessment of film, video, and
audio collections in (or related to) Alaska. The first stage of the data
collection will consist of a relatively short questionnaire, many (most)
of which will go to organizations with no in-house curatorial staff of
any kind.

I'd like to know what kinds of response rates people have experienced
with projects like these. I have some background in survey methodology,
but this is a rather different animal, and I'm not really sure what to
expect.

We'll be interacting with the full-spectrum of archival experience;
everything from archives & allied institutions to the general public.
Obviously our mileage will vary, depending upon the audience (we plan to
craft somewhat different letters, instruments, etc. for the various
groups).

I'll outline the groups below; input regarding any part of this list
would be much appreciated, of course.

Archives & allied institutions (libraries, museums, etc.).

       Non-curatorial public agencies.
               - Federal
               - State
               - Borough
               - City

       Native Alaskan regional/village corps.

       Private organizations.

Also: any suggestions for relevant publications, case studies, etc.
would be welcome.

Thanks.
