Bureau puts more resources into its records management

The FBI is devoting additional attention—and a lot more people—to records management these days.
Assistant director William Hooton told the recent E-Gov conference in Washington that 1,000 staff members have been transferred into the new Records Management Division—the largest unit at the bureau’s Washington headquarters, with five new positions authorized at the Senior Executive Service level.
Criminal evidence in itself does not constitute an official bureau record, Hooton said, but any analysis of the evidence is a record.
For 90 years the FBI had an efficient paper filing system, mostly because of director J. Edgar Hoover, Hooton said. Special agents used whatever method made them  comfortable, such as filing cabinets under their desks.

Editorial: Shedding Light on Local and State Government
Open government is an establishment any democracy should embrace.
The California Senate upheld this ideal and passed Senator John Burton's bill that calls for a constitutional amendment toughening California's sunshine laws, which readily open proceedings of the state government to the public.
Burton's proposed amendment, which would affect government proceedings and documents at the state level, calls for officials to prove why documents and meetings must be kept secret before they can be closed to the public.

In an attorney general's race in which the candidates have often clashed, Kirk
Watson and Greg Abbott have found common ground in their support for
open government.
Mr. Watson, a Democrat, and Mr. Abbott, a Republican, have pledged to make government accessible and to ensure that public information is readily available. Both say they will strictly enforce open records laws.
Mr. Abbott has said that the attorney general's office must be devoid of political influence and quick to respond to requests for information. Mr. Watson has outlined plans to make the office more efficient and to educate local governments about open records laws.

The state's mental health agency is developing a proposal that would bar public disclosure of active investigations of community services boards and private mental health providers.
The Virginia Freedom of Information Act already has exemptions for active investigations by the state's health regulatory agencies, the personnel department, social services, the lottery and other agencies.
