STATE RECORDS MANAGER

 

APPROXIMATE ANNUAL SALARY - $43,305 to $61,700 PAY GRADE: 37

Range reflects retirement contributions by employee and employer.

Employer paid contribution plan is available with a reduced gross salary.

 

RECRUITING FOR: A permanent, full-time vacancy located at the Department of Cultural Affairs, Nevada State Library and Archives, Carson City, Nevada. In order to receive consideration, applicants must indicate their availability to work in this geographical location.

THE POSITION: The position works under the general supervision of the Assistant Administrator for Archives and Records and is responsible for managing the Records Management Program of the Archives and Records section, Nevada State Library and Archives. Position develops procedures and policies pertaining to various aspects of records management including Records Management Program operations and retention of local government records; Identifies record management needs and responsibilities of state and local government entities; evaluates the ability of the Records Management Program to fulfill the requirements; reviews and incorporates into recommended policies and procedures, applicable federal and state statutes and professional standards and principles; follows established procedures to develop formal regulations from approved recommendations; drafts and submits for division/agency review proposals for new or revised legislation pertaining to records management issues; seeks funding for special projects by preparing, independently or in conjunction with other division staff, grant proposals for submission to federal and state granting agencies and private funding sources. TO QUALIFY: The minimum qualifications for this position require a Master's degree from an accredited college or university in history, information management, or closely related field of social science or business management which included an emphasis in records management or archives administration or which included six semester credits in computer science and six semester credits in college algebra or higher level math; and four years of professional records management experience at least three years of which included responsibility for records systems, the appraisal, retention, disposition, and protection of records, records  management and information management technology, project management and supervision of clerical, technical, or paraprofessional staff; OR a Bachelor's degree from an accredited college or university in the fields of study described in Option I and five years of professional records management experience at least three years of which included responsibility for records systems, the appraisal, retention, disposition, and protection of records, records management and information management technology, project management and supervision of clerical, technical, or paraprofessional staff; OR Certification as a Records Manager by the Institute of Certified Records Managers and supplemental professional records management experience so that the total professional experience is equivalent in type and amount to that described in Option I or Option II; OR three years as a Records Manager II in Nevada State service; OR an equivalent combination of qualifying education above the high school level and professional records management experience. Additionally, the current position requires experience in the operation of a Records Center for the maintenance, use, retention, and disposition of government records. This includes instructing staff and agency record officers as to what materials constitute records, developing procedures for accepting materials into the records center and procedures for accessing materials stored.

 

THE EXAMINATION: If there are five or fewer qualified applicants, the exam will consist of an application evaluation. Qualified applicants will be contacted by the hiring agency for interview. If there are more than five qualified applicants, the exam will consist of a rating of training and experience weighted 100%. The results of this recruitment may be used to fill subsequent vacancies. It is essential that applications include extensively detailed information with time frames regarding education and experience. Areas of special attention: Electronic systems for administration of archives or records; familiarity with practices for handling conventional archival materials and records; demonstrated strength in written and oral communications; systems issues related to electronic records management (e.g., migration, emulation, preservation, electronic document or records management systems).
