I always found Carl to be a very knowledgeable and caring teacher. We didn't correspond a lot, but when Con Campbell's book on aspect first came out, Carl mentioned that he was writing a review. No. Glossa House is located in Wilmore, KY, the home of Asbury Seminary. As far as I know, they don't have a European distributor.

Jonathan has a good response, but perhaps it would be better to take a look at the whole attributive phrase: τοῦ νῦν ἐνεργοῦντος. I would take the participle, ἐνεργοῦντος, to be governing the νῦν. Hence: "now working," which seems to be the way that most translations take it.

I enquired of some of my contacts at Baker, and they told me there are plans, but it depends on Holmes's time to do it. So, no definite timetable right now.

Are you sure about Holmes being dead? I see that google lists that on the sidebar, but according to Bethel's site, and numerous other sites, he is still alive and active. As for a new edition, I have no idea.

Ask any text critic. It was a problem. For example, 1 John 1:4:
καὶ ταῦτα γράφομεν ἡμεῖς, ἵνα ἡ χαρὰ ἡμῶν ᾖ πεπληρωμένη. Or, is it καὶ ταῦτα γράφομεν ἡμεῖς, ἵνα ἡ χαρὰ ὑμῶν ᾖ πεπληρωμένη? The manuscripts differ... There are many others like that.

Part of the issue might be difference in subject matter. Without looking at the occurrences in detail, it's hard to know. I know that's not a good answer, but I don't have the time right now to dig into it any deeper. Maybe a good commentary that touches on the language, like an ICC one, or F.F. Bru...

If you take a look at the occurrences of τέ, you'll see that it clusters in Acts, Hebrews, and Luke. Those books are generally considered the "best" Greek, i.e., closer to Attic/Classical Greek. It's part of their Atticizing style.
