I don't see what +/- past means.
But the prototypical reference of γράφει is present.
So the following makes sense as two questions:
εἶχες; ἔχεις;
did you have it? do you have it?
Anyway the Greek present indicative is not a participle and it contributes "present" to the communication, however that gets worked into the pragmatic mix, whether actual present, habitual, omnitemporal, historical present, or anticipated future.
