Why he uses (σ) in This perfect end (σται)?

τελέω is one of a few ε verbs that are so proud of their ε that they insist on retaining it. For instance, it has the aorist ἐτέλεσα, not ἐτέλησα. These verbs insert a σ before the personal endings of the perfect and aorist passives.
