Translation of the Phrase “οὕτω τοίνυν, ὡς εἴρηται”

Commentary on the Gospel of Luke attributed to Eusebius, extract from section “And just as happened in the days of Noah” (Lu 17:26): “Οὕτω τοίνυν, ὡς εἴρηται, ἐκβληθέντος διὰ τὴν ἀποστασίαν τοῦ λόγου τοῦ εὐαγγελικοῦ, κατὰ τὴν ὁμοίωσιν τῶν ἐπὶ τοῦ κατακλυσμοῦ συμβεβηκότων, ὁ κατὰ τῶν ἀσεβῶν ὄλεθρος ἐπιστήσεται, φησί.”

Alex Poulos’s translation: “As was stated, he says that the destruction of the wicked will take place like it did for those who lived at the time of the flood, since the message of the gospel had been driven out due to their apostasy.”

I understand that the word “φησί” at the end of the Greek sentence is rendered as “he says” at the beginning of the English translation.

What Greek words are translated with the phrase “as was stated”? The phrase “οὕτω τοίνυν, ὡς εἴρηται” appears to be too long for the short English phrase “as was stated.”

ὡς εἴρηται.
οὕτω and τοίνυν are like English "thus"

If the words “οὕτω τοίνυν, ὡς εἴρηται” are omitted from the Greek text, will the following translation be correct?

“He says that the destruction of the wicked will take place like it did for those who lived at the time of the flood, since the message of the gospel had been driven out due to their apostasy.” (“ἐκβληθέντος διὰ τὴν ἀποστασίαν τοῦ λόγου τοῦ εὐαγγελικοῦ, κατὰ τὴν ὁμοίωσιν τῶν ἐπὶ τοῦ κατακλυσμοῦ συμβεβηκότων, ὁ κατὰ τῶν ἀσεβῶν ὄλεθρος ἐπιστήσεται, φησί.”)

Or are the words “οὕτω τοίνυν” linked with and essential to the meaning of the statement which follows after “ὡς εἴρηται” and says that the destruction of the wicked will take place “like” it did for those who lived at the time of the Flood?
