Jerusalem: Singular or Plural:

I'm running across parsing of seemingly random singular and plural declensions of the GNT word for Jerusalem:
πᾶσα Ἱεροσόλυμα is nominative singular feminine in Matt 2:3
Ἱεροσόλυμα could be nominative singular feminine in Matt 3:5--or nominative plural neuter?
εν ιεροσολυμοις must be dative plural neuter in Luke 23:7, or am I being led astray by my parsing software?
πᾶσα Ἱεροσόλυμα is nominative singular feminine in Matt 2:3
Ἱεροσόλυμα could be nominative singular feminine in Matt 3:5--or nominative plural neuter?
εν ιεροσολυμοις must be dative plural neuter in Luke 23:7, or am I being led astray by my parsing software?
