The Negative particles: ου and μη

After reading an article (http://www.galaxie.com/article/fm22-2-05) on the negative particles, and then trying to apply that understanding while reading the NT, I've realized that there are many cases where this understanding doesn't seem to make sense (a couple of examples include John 7:19, 23).

How should the negative particles be properly understood and distinguished?

Since the referenced article is unavailable to non-subscribers, I don't know how the two examples in John 7 don't jibe with the author's thesis.

What's your specific concern about these examples?
