No, unless you invoke a strange sense ''in process'.
The colt hadn't been taken yet when the command and statements were given.
The Present Tense is also used to denote the certainty of a coming event. I think this explanation reflects that use of the Present, and would appear to be correct. For example, girls like to go to the mall. If they begin their plans the night before, they are in the process of going, just making plans. To limit the event to only current, visual activities is more than the Present can bear. Do you agree with the Present used for Certainty? If so, this seems to be explaining the antecedent events that will result in the colt being returned. If Christ is "borrowing" this colt, then in virtue of this promise, it is certain. The whole process of using it and then returning it is encompassed in the event.
