Here does KAI go with ALLA, so that ALLA KAI is a phrase?
Or KAI modifies hHMEIS, meaning "even we"? If so, how can KAI modifies hMEIS
across the intervening EAN?

Actually, the phrase is καὶ ἐάν = even if.
