αλλ εβασιλευσεν ο θανατος απο αδαμ μεχρι μωσεως και επι τους μη αμαρτησαντας επι τω ομοιωματι της παραβασεως αδαμ ος εστιν τυπος του μελλοντος

Must the antecedent of ος be αδαμ or can it be μωσεως?

Μωϋσέως is quite remote from ὅς, whereas Ἀδὰμ is immediately adjacent and immediately preceding. But the larger context of this verse makes abundantly clear that the contrast is between Adam and Christ -- unless you suppose that Moses was the originator of the reign of sin. So: standard usage rules out any likelihood of Μωϋσέως as antecedent of ὅς, and contextual factors really leave no doubt about the linkage.
