τὸν μέν, ἐπὴν δὴ πρῶτον ἴδῃ φάος ἠελίοιο,
Νύμφαι μιν θρέψουσιν ὀρεσκῷοι βαθύκολποι,
αἳ τόδε ναιετάουσιν ὄρος μέγα τε ζάθεόν τε:
αἵ ῥ᾽ οὔτε θνητοῖς οὔτ᾽ ἀθανάτοισιν ἕπονται.

I’d assume that it’s from the following, taken from BrillDAG:
ῥᾰ epic and lyr. encl. partic., see ἄρα | in trag. (lyr.) ἦ ῥα certainly AESCHL. Pers. 633 SOPH. Ai. 172; ἤ ῥα SOPH. Ai. 177.
It’s enclitic, which would also explain why the accent on αἵ is acute (αἵ ῥα → αἵ ῥ᾿).
