Can someone help me understand the function of τε in this context?

Pretty sure this would correspond to what BDAG has under meaning 2 C) for τέ:

2.marker of connection between coordinate nonsequential items
ⓒ w. the same mng. τὲ … καί (Jos., Bell. 2, 142, Ant. 1, 9) and τὲ καί
α. connecting concepts, usu. of the same kind or corresponding as opposites.

Arndt, W., Danker, F. W., & Bauer, W. (2000). A Greek-English lexicon of the New Testament and other early Christian literature. "Based on Walter Bauer's Griechisch-deutsches Wr̲terbuch zu den Schriften des Neuen Testaments und der frhchristlichen [sic] Literatur, sixth edition, ed. Kurt Aland and Barbara Aland, with Viktor Reichmann and on previous English editions by W.F. Arndt, F.W. Gingrich, and F.W. Danker." (3rd ed.) (993). Chicago: University of Chicago Press.
