That is the way I would read it. Could we say that the time references  
PERI TETARTHN FULAKHN THS NUKTOS and TETARTHi DE FULAKHi THS NUKTOS  
would suggest that the fourth watch was not drawing to an end? In  
other words the expression PERI TETARTHN FULAKHN THS NUKTOS views the  
focus of PERI as the beginning of the watch. Does this make sense?
