my questions: (1) Is there a plausible way to construe the text
> without
emending it? and (2) If not, what emendation strikes you (any of
>
you) as most persuasive?

I would take up your first question in that I
think the sentence may make fine sense in the light of Ps 110.10(LXX):
"The beginning of wisdom is the fear of the Lord; a keen understanding is
among those who practice her...". Hence, fear is seen to give way to
understanding. Similarly, I think (in line with Bauer) this text might be
teaching that fear/awe and conscientiousness are the first steps toward
salvation -- conscientiousness being a softening of the heart, opposite of
SKLHRUNW (Cf. Heb 3.13).
