Based on both the on and off list responses to my first post, I realize
now I have misstated the problem.

I said:

The problems I am having in Habakkuk chapter 3 (MT/LXX) are not really
at the lexical and syntactical level. What I run into is a lucid clause
followed by another lucid clause but the two clauses do not make sense
when collocated. I can make sense out of the isolated phrase and clause
level constituents but the "text" some times makes no sense because
higher level constituents do not seem to cohere.

This problem isn't really all that uncommon in the Prophetic books of
the LXX. Isaiah and Jeremiah are certainly no picnic.
