Microsoft made a lot of interesting choices when determining which features
would be available on home edition and which would be available on
professional. For example, Home edition will not become a member of a
domain, only a workgroup, even though every other MS operating system ever
made has been able to be a domain member in the past.

check this link for a brief list of diferences between the two:
http://www.microsoft.com/windowsxp/whichxp.asp

you'll notice at the bottom it lists 'access to multiple languages' as a
reason to buy Pro. I've never seen Home, so I cannot confirm for sure, but
I've been told by others that they couldn't install language support without
upgrading to pro.

I would find that surprising since I have those maps on my Windows 98 box.
In any case, I'm certain they're available for download on the Microsoft
site, if you don't already have them in the OS. You should be able to go to
Control Panel, double click on Keyboard, select the Language tab and chose
from a host of languages.
