4. In the telegram referred to here Mr. Churchill told Stalin 'The December PQ convoy has prospered so far beyond all expectation. I have now arranged to send a full convoy of thirty or more ships through in January, though whether they will go in one portion or two is not yet settled by the Admiralty'.
