PREFACE
This report provides a guide to selected Internet gopher sites in the style of
an annotated bibliography plus tables of contents (see the About Gopher
section for an explanation of this program). It is part of an ongoing effort
at the Environment and Natural Resources Information Center (ENRIC) to provide
a "road map" for information about international development and environment.
The US Agency for International Development (USAID) started the ENRIC project
in 1991 to assist with its program planning and reporting needs in the fields
of natural resources and the environment.
Biodiversity was chosen as the theme due to an increased emphasis on the topic
in the Agency's new Strategy for Sustainable Development. Although the focus
is on biodiversity, printouts of the on-screen menus for each site will also
give you an overview of what other kinds of information are available for
other related environmental themes. We chose the Internet as the scope of
the report because USAID, along with many other organizations, is just fully
connecting, and many development professionals are wondering what is available
and where to find it.
There are many other ways to access resources on the net, but a survey of
gopher sites was chosen as a starting point because gopher presents the best
combination of ease of use, speed in locating resources, and widespread
implementation. Still, many people only have access to Internet e-mail and
will not be able to run the gopher program (contact your Internet service
provider if you are unsure of your status). The gopher program made
navigation of the net and downloading of information quite easy. Finding the
locations of specific pieces or types of information still requires some
research; nevertheless, it is a giant step forward in desktop access to what
is literally a world of information. I hope to include other forms of access
in a future editions of this report. If you would like more information on
the Internet itself, there are many books available. The one I have used the
most is Ed Krol's The Whole Internet User's Guide and Catalog.
A wide variety of international biodiversity information was found, including
international treaties, project and strategic plans, newsletters,
bibliographies, directories of experts, taxonomic lists and even images. The
main deficiency was a lack of meta-data -- information about where the
documents and databases provided come from, what they include and how they are
maintained. Also still missing from gopherspace are many of the most
prominent non-governmental organizations in the field, such as the World
Wildlife Fund, the World Conservation Monitoring Center, the Nature
Conservancy, and Conservation International. I speculate that they will join
in once the number of Internet users becomes significant enough (especially in
developing countries and among donors) to justify the use of their resources.
In fact, WCMC already has established a file exchange site (ftp wcmc.org.uk)
and is working with CIESIN to develop more advanced tools.
The Internet is vast and rapidly expanding, which means that I have
undoubtably missed some important information sources and that contents of
this report will shortly be outdated. I hope to be able to maintain this list
(maybe even in gopher form at USAID's site), so I would appreciate any
information regarding missing resources or the usefulness of this report in
general. In any case, most of the gopher addresses listed will probably
remain the same and should provide you with a many starting points for your
own research.

SUMMARY OF FINDINGS
Most of the resources found fell into one of the following categories of
information:
- International treaties (Cornell gopher, United Nations)
- Project plans and strategic objectives (World Bank, USAID, CGNET)
- Newsletters, e.g. ICCBD News, Biological Conservation News (EcoNet,
Smithsonian)
- Bibliographies (Oregon State, US EPA, Brazil)
- Directories of experts (Harvard, Brazil)
- Taxonomic lists, databases and images (Harvard, Smithsonian)
The Australian ERIN gopher provides the best example of a wide range
information useful for managers and policymakers, although its contents focus
mostly on Australia. In addition to the types of information listed above,
ERIN includes summary statistics, maps, endangered species lists, protected
area management plans, legislation, a national index of ecosystems, and
conference postings and proceedings. Another interesting type of information
encountered was 1-3 page write ups of the problems facing individual species
on the British Columbia site.
The main deficiency found in accessing these data was a lack of meta-data
(i.e. information about the information presented), such as where it comes
from and how it is managed. Using OSU's bibliographic database as an
example, users are left with the following questions: Where do the citations
come from? What journals are included? How frequently is it updated?
ABOUT GOPHER
Gopher is a program which facilitates setting up a menu interface on a
computer connected to the Internet. Internet users can then connect to the
gopher site (without any type of login procedure) and navigate through the
information stored there by way of these menus. Choosing a menu item can not
only take you to information stored on the host computer, it can also take you
to information stored on any other gopher site on the net. In fact, many of
the biodiversity listings found were simply pointers to the same few sites
which actually contained the information.
Gopher has incredible potential for providing easy desktop access to
information from multiple organizations around the world. However, as a free
information resource provided by individual institutions, gophers are likely
to face some future challenges, including securing funding for continued
maintenance, and whether it will be feasible to charge users for information
gathered on a cost-recovery basis.
ABOUT SITE SELECTION FOR THIS REPORT
The original list of sites to investigate was generated by a Veronica (another
Internet program) search for the keyword "biodiversity" of all gopher sites
listed at the University of Cologne. This search produced a menu of 36 items.
Many of these items turned out to be simply pointers to other sites, and many
of the major international organizations did not appear in this list (e.g. UN,
World Bank, CGIAR). Additional sites were found through following up pointers
to other sites contained in this original set and through visiting known sites
of major organizations.

The following symbols tell you about navigation and content of the menus:

will follow; no arrow means no items from the menu were chosen and

The end of each menu line indicates what type of information it leads to:
nothing indicates it leads to a document, which is displayed on-screen &
you may download
/ indicates it leads to another menu
? indicates it leads to a database search which will usually produce a
custom menu of items containing the keyword(s) you specify.
In the gopher system only one menu appears on the screen at a time, and you
make one selection from this menu at a time. Since multi-level menus can
quickly become voluminous when printed out, I have combined multiple
selections (-->) from a single menu and multiple menus on each page (each menu
begins with a title line followed by numbered choices). The first menu
presented here is usually the first you see when entering the site (called the
"root"). Where initial menus were not relevant to the biodiversity topic, the
first menu included here will be preceded by the menu selections needed to
reach it.

NAME: Brazilian Tropical Data Base
LOCATION: bdt.ftpt.br
BRIEF DESCRIPTION:
The Tropical Data Base (Base de Dados Tropical - BDT) is a
major hub of biodiversity networking activities. It is
maintained by the Fundacao Tropical de Pesquisas e
Tecnologia "Andre' Tosello", a Brazilian not-for-profit,
private foundation. In addition to containing a number of
directories for brazilian experts and organizations, it is
also home to two major international efforts: the
Biodiversity Information Network and Bioline Publications.
The Biodiversity Information Network (BIN21) evolved out of
the 1992 Workshop on the Needs and Specifications for a
Biodiversity Information Network, held in Campinas, Brazil and
sponsored by the International Union of Biological Sciences,
the International Union of Microbiological Societies and the
World Federation for Culture Collections. Funding came from a
number of brazilian organizations, UNEP and the British
Council. A follow-up conference was held in early 1994, and
documents for this still appear to be flowing into the site.
They also maintain an e-mail message broadcast system (a
listserver) for biodiversity called BIODIV-L.
Bioline Publications is an electronic publishing service for
bioscientists which provides abstracts and summaries of papers
in journals, contents lists and summaries of reports and
newsletters free of charge, with full-text and graphics
available for a fee. Although the list of publications
included is still relatively small, it is certainly
international and provides more information for free on the
publications than I have seen anywhere else. Most of the
titles in Bioline focus on microbiology, but there are a few
which focus on larger scale biodiversity issues, including:
Biopolicy International (African Centre for Technology
Studies), Tropical Biodiversity (Indonesian Foundation for
Adv. Biol. Sci.), and the Biodiversity Coalition newsletter.
A search of all publications for the keyword "biodiversity"
produced an extensive list (see below), however many items on
the list did not seem to contain a reference to biodiversity.

CGNET is a commercial network provider which was founded to
provide electronic data links between the centers
participating in the Consultative Group on International
Agricultural Research (CGIAR). The CGIAR is an association of
about 40 donor agencies which invest $300 million annually to
support the work of eighteen agricultural research centres
around the world. The Centres address problems confronting

NAME: CIESIN Global Change Information Gateway

BRIEF DESCRIPTION:
The Consortium for International Earth Science Information
network was established in 1989 as a private, non-profit
organization dedicated to furthering the interdisciplinary
study of global environmental change. It specializes in
providing access and integration of socioeconomic and
biophysical data. They are doing some innovative work in
providing online hypertext information access tools.
The CIESIN site provides one of the most diverse access points
to a wide variety of global environmental information,
including datasets from the US Global Climate Change Research
Program. Most of the biodiversity related information
encountered consists of pointers to other gophers and
services. They provide an access point to USDA's Current
Research Information Service (CRIS), which provides abstracts
of projects receiving USDA funds. It is found under the
Agriculture menu and may be searched by keyword.

BRIEF DESCRIPTION:
Although CONSLINK is not a gopher server, it provides many
biodiversity resources in an interactive e-mail format. This
type of "listserver" format is a bit less intuitive than
gopher but more widely accessible since anyone with e-mail can
access it. Listservers usually have two main functions:
1) to handle automated mailing for discussion group/list
about a subject, where anyone who has joined the group can
mail a message in and it gets broadcast to all others who are
part of the group, and
2) to serve as an archive for files which can be mailed
out to anyone interested through automated commands.
CONSLINK is the name of a discussion group about biological
conservation maintained at this site. It also has an archive

BRIEF DESCRIPTION:
USAID is one of the largest donors to international
biodiversity conservation work, spending an estimated $90
million on this area in 1993. Their gopher is quite new and
still mostly just a framework, but it does contain some
information about the Agency and foreign assistance in
general, including their latest environmental strategy paper,
a phone directory and the text of the new foreign assistance
act.

BRIEF DESCRIPTION:
Future Studies has provided an interesting mix of information.
The only document which obviously directly related to
biodiversity was a Megatrends Project paper on biodiversity
issues--a collaborative effort between the World Resources
Institute (WRI) and the U.S. Environmental Protection Agency
(EPA) designed to address the overall question: "What major
forces, trends, events, uncertainties, and/or surprises will
have significant impacts--positive or negative--on the quality
of the global environment, or on our ability to protect the
environment, over the next 30 years?". Other possibilities
for biodiversity information which would need further
investigation included papers in the "Driving variables and
indicators" section and their hypertext guides.

BRIEF DESCRIPTION:
A new policy on disclosure of operational information,
approved by the Executive Directors in August 1993, has led to
a number of their documents being available on-line. This
policy is not retroactive, so only documentation for new
projects is available. The documents and references available
are:
1. The PROJECT INFORMATION DOCUMENT (PID), a new World Bank
document, makes project information available while a project
is under preparation. It provides a brief summary of the
evolving project and is subject to updating and expansion as
project preparation proceeds. PIDs are available through the
Public Information Center (PIC) and via internet for projects
for which preparation officially started after October 1,
1993. (Full document available on-line).
2. STAFF APPRAISAL REPORTS (SARs) for projects approved by
the Bank's Board of Directors after January 1, 1994. The
SAR is the final report that contains a description of the
project and how it will be implemented. (Abstract available
on-line).
3. Following consultation with the governments concerned,
COUNTRY ECONOMIC REPORTS that provide analysis of important
macroeconomic issues in various sectors of the economy are
available at the same time that they are distributed to the
Board of Directors of the Bank. This policy is effective for
reports issued after January 1, 1994. (Abstract available

4. SECTORAL POLICY PAPERS approved by the Board of
Directors after January 1, 1994. (Will be available on-line
soon).
5. ENVIRONMENTAL DATA SHEETS prepared and updated quarterly
for each project in the Bank's lending program. (Full
document available on-line).
6. ENVIRONMENTAL ASSESSMENTS & ANALYSES for projects likely
to have significant environmental impact. The assessments
and analyses are available from the PIC after the report is
released locally by the government in the country concerned.

7. NATIONAL ENVIRONMENTAL ACTION PLANS (NEAPs) prepared by
governments will be available from the PIC after the Bank has
officially received the consent of the government concerned
to release it. (Only title available on-line).
8. IFC ENVIRONMENTAL ASSESSMENTS & REVIEW SUMMARIES for
IFC-funded projects likely to have significant environmental
impact will be available 60 days before the project is
presented to the IFC Board of Directors. (Only title
available on-line).
9. OED PRECIS produced by the Bank's Operations Evaluation
Department after January 1, 1994. These publications point
out lessons and recommendations based on the Bank's
experience in implementing development projects. (Will be
