The literature on constructivism - an emerging philosophical perspective on 
learning is growing by the day. However, many people still find it 
 difficult to translate the philosophy  into actual practice. There is a 
need to  debate/discuss the issue in an open forum.

An online discussion is therefore planned on "Constructivism, learning, 
Instructional design, and distance and open learning" to run on RESODLAA 
(the discussion List of the Open and Distance Learning Association of 
Australia -SIG Research) from 1 October to 15 November, 1995. Please join us 
in what promises to be an exciting and illuminating discussion. Stay tuned

CORNELL'S MANN LIBRARY IS INTERNET SITE FOR USDA STATISTICS
     Computer users worldwide note have access to statistical data
gathered by the USDA through a cooperative agreement with Cornell
that began December 1.
     Mann Library is the host for more than 140 agricultural data
sets, which are free and open to anyone with access to the
Internet, an international computer network used by an estimated
30 million people.
     "This service will benefit many users at Cornell and
elsewhere,"  said Jan Olsen, Mann Library director.  "It also
dovetails nicely with our efforts to provide a variety of quality
information resources that will make the national data
superhighways a truly useful reality."
     The agricultural data sets contain information on topics such
as farm information on topics such as farm production expenses,
milk and dairy products sales, European Community what supply,
U.S. meat supply and consumption, fertilizer use and ozone records
for the Northeast, among scores of others.
     The data are supplied by USDA's Economic Research service and
the National Agricultural Statistics Service.  Until now, the data
have been available for a fee on computer diskettes and only in an
IBM format.  Due to the volume of data, print records have been
limited to summaries.
     Oya Reiger,a Cornell reference librarian who is coordinating
the project, said she expects that Internet access to the data
sets will rapidly become the method of choice.  Cornell has
designed the system to be easy for users to search, and the data
is formatted so that it can be imported into a wide range of
analysis programs for most any computer, she explained.
     As a result, government and industry analysts as well as
academic scholars will have easier access to current information
about U.S. and world agriculture and rural development.
     Each data set will be accompanied by an explanatory document,
and all the text documents will be indexed for electronic
searching.
    The internet address for the service is
usda.mannlib.cornell.edu.  Reiger suggests using the "Gopher"
program to gain access to the data sets, although Telnet and FTP
are acceptable as well.  Users may direct questions to

The Australian government is reviewing its Countrylink program (copy of
the announcement attached).

As the announcement says: "Countrylink assists people who live outside the
capital cities to find out about the wide range of Commonwealth Government
services and programs available to them and how they can gain access to
such services and programs."

I don't know much about the program, but thought I would suggest they look
at more forms of access using information technology (IT). The
announcement mentions they have a toll free information line and a video
lending library. One possibility would be to add a toll free fax line.

Another possibility would be to add an e-mail/BBS information service.
This might tie into the Telecentres Project (see second announcement
attached).

I would welcome your comments and suggestions on this.

COMMONWEALTH DEPARTMENT OF PRIMARY INDUSTRIES AND ENERGY

COUNTRYLINK EVALUATION

The Department of Primary Industries and Energy is currently evaluating
its Countrylink Program with a view to improving its services to country
people. The Department is inviting comments from interested individuals
and organisations to assist with its evaluation. The Department is seeking
views on the general issue of whether there is enough appropriate
information about Commonwealth Government services and programs available
to country people and, more specifically, on how useful Countrylink is as
a source of such information.

Countrylink assists people who live outside the capital cities to find out
about the wide range of Commonwealth Government services and programs
available to them and how they can gain access to such services and
programs. Countrylink provides information about such services as health,
employment and training, social security, business and farm management.
citizenship, immigration and community development.

Information is provided in five ways:

* a 008 answer line;

* information stands at country shows;

* community information stands in over 180 country towns;

* the Rural Book; and

* a video library that offers a free lending service.

The Terms of Reference for the evaluation are:

1. evaluate the effectiveness and efficiency of the countrylink Program in
meeting its objectives of improving access to information on Commonwealth
Government services and programs for people in rural and remote areas;

2. make recommendations on future directions for the Countrylink Program,
in line with the Government s social justice, economic and environmental
objectives.

CALL FOR EXPRESSIONS OF INTEREST
Telecentres in Rural Communities

Telecentres are local information centres which enhance access to
economic, social, educational and training opportunities through the use
of computers and other information technologies, for people in rural and
remote areas of Australia.

Expressions of interest are called from community groups in these areas
seeking to establish demonstration telecentres in their communities.
Funding for Telecentres is competitive and subject to the production of a
business plan which relates the proposal to the needs of that community.
Funding is expected to commence in early 1993. Further details may be
