Not much help for Tom (in Canada), but a nice site to see the Crop
Moisture Index is at:

CMI differs from Palmer drought index in that the PDI looks at water
table level, so it takes much longer to become a "drought".  CMI looks
at moisture in top five feet of soil, the moisture that is assumed to be
available to crops.

Both indices are rated against history *for the area*.  A very wet CMI
in central Wyoming could still be far drier than an extremely dry CMI
for Eastern Tennessee.
