Tom, we'll see if your confidence in the usps is worthy.
The regional postmster here said "I don't have a clue, and can't help you"
After a predictably frustrating hour of phone calls, taped messges and 
wandering through their web site.......I sucesfully posted the 
question....the site promises an answer in a day... stay posted!

(I had lazily hoped that one of the commercial shippers on this newsgroup 
had dealt with it already), so I'll report back with what they hopefully 
reply. del
