I'm not sure - any dips that might be used are probably organophosphates, 
which would probably be shunned by the organics crowd, though some 
producers might be using pyrethrins/pyrethroids, which would, in my 
estimation, not be a concern.  You'd have to check the regs.

I'm not sure how rapidly it would break down - I've mulched around an 
occasional tree with the hair my wife trims off the dogs(Border Collie & 
G.Shep.XG.Ret. mix) at their Memorial Day shearings.  Two years down the 
road, it's still recognizable as dog hair.  I don't know what the dung/wool 
ratio would be - perhaps not enough manure to really have much of an 
effect.  Much of the N content of herbivore manures sublimates off as 
ammonia as a result of bacterial action, if it's lying on the soil surface.
