If you do decide to use artificial light, you don't need to buy a 
grow light.  Get a regular florescent shop light, and replace one the 
bulbs (which usually are "cool white") with a "warm white" bulb.  
They aren't cheap, but are much less than a "grow light", and give 
you the spectrum range you'll need.  

Would an option be for you to move the plants outside on days when it 
is above freezing and bring them back in at night?  Have to remember 
to move them, and keep aware of the weather, but will keep the plants 
from being spindly.
