Dan Mason's ideas on electric fencing may be your best bet.  The newer, New 
Zealand-style high voltage/low impedance fence energizers really pack a 
wallop - mine puts out about 10,000 volts, but the amperage is low and 
pulse time(~3/1000 of a second) is very short.  Very significant 'pain 
potential', but little likelihood of electrocution if a non-target 
critter(or human) happens to come in contact with it. Even permanent 
high-tensile fencing is relatively quick and easy to erect, and is less 
costly per foot, even than barbed wire..

They use similar  fence energizers and high-tensile fencing in Africa to 
exclude elephants from crop fields/sugar cane/bananas, etc. Perhaps it 
would work for bears.
