THOMAS is an online public-access information system initiated by the
leadership of the 104th Congress and provided through its Library.  It
offers U.S. legislative and Congressional information to Internet users.
THOMAS is based on the Internet technology called World Wide Web (WWW).

THOMAS was initially available only to those who had WWW client software
(a WWW "browser") mounted locally.  THIS IS STILL THE PREFERRED METHOD OF
ACCESS.

However, for those who do not have client software, you may access
THOMAS through a TELNET connection which allows you to use Lynx, a WWW
text-based client running on a Library of Congress server.  THIS
TELNET ACCESS METHOD IS LIMITED TO 20 SIMULTANEOUS CONNECTIONS. (Note: The
"G(o)" function in Lynx is disabled; you will not be able to randomly access
other Web sites through the Library's Lynx client.)  To reach THOMAS via
telnet, telnet to:

                         thomas.loc.gov

and login as:            thomas

To avoid disappointment in accessing THOMAS, we recommend that you
connect to THOMAS using your own WWW client software appropriate to your
computing platform.  (Many text-based and graphical browsers are available
free of charge through anonymous FTP sites.)  The 20-user limit does not
apply when you are using your own locally mounted Web browser.
