Title: A value-centered analysis of health communication interventions: The relationships of goals and strategies to health promotion values

Abstract: This study develops an analytic framework that describes health communication interventions by focusing on values. Its main purpose is to make certain values and justifications embedded in health communication interventions more explicit, thus contributing to the development of a theoretical perspective by relating values to interventions' goals and strategies, and broadening the agenda of current research in this area which tends to focus on strategic objectives. A preliminary analytic framework is developed and expanded by utilizing data collected through the examination of materials, observations and interviews from two national and three local health promotion programs related to the prevention of heart disease, and through interviews with experts in the field. Three types of analyses based on the preliminary analytic framework are presented and focus on (1) identifying the relative prevalence and prominence of particular values in the materials of the programs, (2) the emphasis on particular values and justifications in the definition of the problem, the solution and the assessment criteria chosen, and (3) a typology of intervention approaches characterized by an emphasis on a prominent justification as a goal or a strategy, by particular relationships that develop between the practitioners and their target audiences, and by certain institutional arrangements or messages that are privileged. The discussion describes how adopting a value-centered analytic framework contributes to three major issues concerning health communication interventions: theory development, assessment, and normative or ethical implications.
