Title: A theory of interagency information sharing

Abstract: "The increasing complexity of our society has spawned public policy problems which are beyond the capacity of our traditional ""one problem-one program"" approach to government operations. While policy coordination is often attempted through restructuring organizational relationships, the coordination problem can also be addressed through expanded use of program information.

This study investigates one information-based approach to policy coordination: the sharing of program information among executive agencies. Its theoretical foundation is a synthesis of the literature of interorganizational relations and bureaucratic politics. The empirical data consists of the characteristics, attitudes and opinions of practicing public managers in New York State collected through a survey and focus group interview.

The study shows that attitudes toward information sharing have two dimensions: benefits (including domain-level problem solving, reinforcement of valued relationships, and expanded awareness of information resources) and risks (including threats to program integrity and the costs of participation).

The benefits of information sharing are considerable and well-endorsed by the vast majority of public managers. The approaches they take to information sharing projects, however, are influenced most by risk assessment, not by benefit expectation. The risks of sharing are a complex blend of professional, programmatic, and organizational dimensions.

The study concludes with a theory of interagency information sharing which emphasizes the importance of risk assessment and the need manage to risks appropriately. Lessons are drawn for policy choices, management practice and, further research."
