Title: Using object-oriented analysis in multi-organizational environments: A case study of the collection of birth information for vital records

Abstract: This research project examined the applicability of object-oriented analysis to information systems that span multiple types of organizations engaged in a common enterprise yet with differing objectives and requirements. A case study of birth registration was selected, because it involves the active participation of clinical, public health and vital records professionals, all of whom have different uses for the data and different requirements for data quality and timeliness. This research sought to answer the following: What are the additional functional requirements needed in a system that would support the needs of multiple organizations collaborating in the task of birth registration? and Can object-oriented analysis, as reflected in the Unified Modeling Language, sufficiently represent a model of a multi-organizational system, including the unique needs of each organization?

The multi-method research included the identification of interorganizational issues through a focus group process and qualitative literature analyses in the field of medical informatics. An object-oriented model of the current system of birth registration was created for comparison to a second model that was designed to accommodate the functional requirements arising from the interorganizational issues that had been identified. The two models were compared in terms of their ability to meet interorganizational functional requirements.

The research produced a set of functional requirements for an interorganizational birth registration system, which included the need for a set of objects that could systematically transform data depending on the state of the birth registration case and the relative roles of the source and recipient organizations. The modeling process uncovered limitations in the object-oriented analysis of interorganizational information systems to the extent that the decision to architect the system as a regional hub, which was based on policy and focus group comments and grounded in previous interorganizational studies, was so intrinsic to the development of the classes, that alternatives for the deployment of system components and functions altered the basic class design. Thus, policy considerations suggested a specific architecture which in turn had an impact on the class design. In conclusion, the research suggests a framework for the object-oriented analysis of interorganizational systems that require data transformations.
