Title: AN OPTIMIZATION APPROACH TO ENVIRONMENTAL POLICY MAKING: A CASE STUDY OF COAL LIQUEFACTION PROCESSES

Abstract: It is only recent that Regulatory agencies have recognized the need for "holistic" assessments of coal conversion technologies in formulating balanced environmental regulations. With the impetus given under the National Synfuels Production Program different advanced coal conversion technologies, like coal liquefaction, are being developed and commercialized to reduce the Nation's dependence on foreign oil. However, environmental regulations applicable to such technologies are yet to be formulated.

In this thesis a systematic assessment of coal liquefaction processes is carried out, by developing a process systems model, with a view to illuminate and quantify the major emission trade-offs and interactions that are involved in regulating different types of pollutants so that environmental regulations do not tend to become counter-productive. Furthermore, with the growing need for cost-effective regulatory mechanisms an alternate policy concept like the "bubble" policy has been proposed and tested, via an optimization approach, in the context of liquefaction processes.

Specifically, bubble policy entails specifying an overall allowable emission level for the pollutant, say SO(,2), for the whole plant containing multiple sources. This is in contrast to the current regulations which specify emission levels for each source within the plant. Four different values, namely 1.33, 1.20, 0.83 and 0.60 lbs SO(,2)/10('6) Btu of coal energy, of overall allowable emissions were utilized as bubble policy constraints. It has been found that the "bubble policy" concept has the potential to provide cost advantage to the liquefaction plants in meeting emission constraints provided that the overall allowable emission level is not too stringent.

Furthermore, under stringent SO(,2) emission levels, it has been found that the plant design with H-Coal process using Illinois #6 coal has greater capability to substitute between cooling requirements and solid waste than the plant design with SRC-II process using Pittsburgh Coal.

In addition, the policy relevance of the methodological tools--process systems model and the optimization approach--together with the above findings to key issues such as industrial location, cross media trade-offs and land use planning is identified and discussed.
