Title: Collaboration, trust and knowledge sharing in information-technology-intensive projects in the public sector

Abstract: Current technological and managerial trends promote the development of information technologies in government with the purposes of offering better services or having better assessments of public programs outcomes. The development of such initiatives frequently requires the collaboration of several agencies, which own pieces of information or resources needed to advance the project. These projects frequently fail because of the complexity embedded in the technologies and in the social processes of collaboration.

This study contributes to our understanding of collaboration processes in such interorganizational information-technolgy initiatives, particularly during the early stages of requirement definition. It develops a grounded theory of the relations between trust and knowledge sharing, and how they impact collaborative requirements analysis. Using system dynamics modeling, I developed a collaboration theory based on a case study of a technology innovation in New York State (NYS): The Homeless Information Management System (HIMS).

The theory was evaluated in its correspondence to the experiences of actors in the HIMS project, and also in its correspondence to the experiences of participants in a second interorganizational innovation developed in the NYS Office of the State Comptroller: The Multi-purpose Access for Customer Relations and Operational Support (MACROS). This exploration yields insights into three main themes that emerged during the theory building process, the development of trust in interorganizational projects, the impacts of trust on key stakeholders' engagement, and the social process of consensus building in the collaborative definition of requirements in this kind of interorganizational projects.
