Title: The origin and development of the United Nations Library
Abstract: Before analyzing the administrative organization of the United Nations Library, the author devotes one chapter to the historical predecessors of the Library, limning in some detail the establishment of two libraries. the Conference Library of the United Nations Conference on International Organization in San Francisco and the , Library of the Preparatory Commission in London. The history of the League of Nations Library in Geneva is not delineated but the relations of the Geneva Library to the Library in New York are analyzed in some depth since the Geneva Library provided an immediate and salient precedent for the organization of the United , Nations Library, the San Francisco and London libraries being of a temporay character. A major portion of the study (Chapter II) is concerned with the development of administrative policy in the United Nations Library, first in regard to the desirable size of the collection, a decision which neeessitated the employment of many consultants and the conducting of many surveys; and second, in regard to the development of the acquisitions policy for the Library The use of interlibrary loans and contractual service, the development of departmental libraries, and the work of library committees are analyzed in Chapter III. Chapter IV is concerned with the implementation of the policies which were established insofar as technical services, public services, and the indexing and bibliographical services' of the Library were affected. The diverse loci of the Library in the administrative structure of the United Nations are described and analyzed in some detail in Chapter V. This chapter is also concerned with the role of the various administrators, and explores the career of Carl H. Milam, who was director of the United Nations Library from 1948 to 1950 and who contributed immeasurably to the successful organzation of the Library. The study concludes with a chapter on the physical accommodations of the Library. First encamped in a small room at Hunter College, then in sundry rooms at Lake Success, and thirdly, in the Manhattan Building on the headquarters site, the Library, with the dedication of the magnificent marble and glass structure to the memory of Dag Hammarskjold, finally occupied quarters appropriate to the eminent organization in which it plays such an indispensable role.
