Title: GOVERNANCE ISSUES FOR AUTOMATED LIBRARY NETWORKS: THE IMPACT OF, AND IMPLICATIONS FOR, LARGE RESEARCH LIBRARIES
Abstract: This investigation was intended to address: (1) the perceptions of network organization and governance by research library directors; (2) the implications for the administration and operation of a research library of using the services of automated library networks; and (3) the potential impact of research libraries on the structure, governance, and operation of individual networks and the emerging nationwide networks.
A survey instrument was administered to the 111 Association of Research Libraries (ARL) library directors. A separate survey instrument was administered to directors of the 26 network organizations which were members of the then-extant Council of Computerized Library Networks. Subjects were asked to make a judgment on each statement in the survey according to their level of agreement. Narrative comments were optional, but encouraged. An in-depth case study of the development of governance of one network (the Research Libraries Group) was carried out.
The following findings were reported: (1) A majority of library directors would find it possible to commit 4% or more of their annual budget to network activities. (2) Library staff do not make an operational distinction between network organizations (such as AMIGOS) and their bibliographic utility (e.g., OCLC). (3) Library directors' actions are consistent with their expressed opinions regarding network governance. (4) One-half of the library directors preferred a contractual arrangement for networking; the other half preferred a partnership arrangement. (5) Library directors considered nationwide networking to be a top priority at the time of the survey. (6) Publicly funded networks require a different level of commitment from member libraries as compared to privately funded networks. (7) Cooperation between and among networks occurs frequently and without formal governance structures. (8) No significant correlations exist between size of library or age of library director, and the library directors' perceptions of the benefits of networks for their libraries.
Recommendations for further research were made, including an update of the survey instrument to reflect the increasingly conservative mood of the nation, and increasing confidence in distributed processing. Regional and national cooperation are apparently believed to be important, but appear to be second in importance to local needs.
