Title: Cooperative exchange of digital documents among electronic libraries. The case of Latin America: Model and cost analysis

Abstract: This study examines if document density, defined as the number of documents available in given subject categories, in sub-sets of documents in research libraries, can be used to rank document sub-sets in the order in which they should be digitized. Document density related data for document sub-sets are compared to past use data to determine if the former can be used as a surrogate for the latter. The study also assesses the economic viability of developing trans-national cooperative agreements to exchange digitized documents by analyzing and comparing reformatting and access costs.

This study analyzes and compares two sets of documents: Argentine imprints about Argentina available in the National Library of Argentina, and non-Argentine imprints about Argentina available in U.S. libraries. Two sets of sample documents were used in the analysis. One, the U.S. sample, was taken from OCLC, and the other, the Argentine sample, was taken from the catalogs of the National Library of Argentina. Results of correlation coefficient analysis indicate that document density should not be used as a surrogate for past use data. Past use data for one set of documents is then used to rank documents in the other set of documents.

Cost data analysis makes it possible to determine the cost benefits of acquiring documents in paper or in electronic formats. In most cases the cost of digitization is lower than the cost of acquiring documents in paper format if profit margins and copyright related costs are waived. If these costs are not waived then electronic access costs are higher for all document sets. Service related advantages of electronic access, like those in 24-7, and one-to-many delivery models, should be included in the decision making process to justify electronic access to documents and develop broad exchange agreement based on them.
