Title: THE NATIONAL LIBRARY: AN ANALYSIS OF THE CRITICAL FACTORS IN PROMOTING LIBRARY AND INFORMATION SERVICES IN DEVELOPING COUNTRIES: THE CASE OF SAUDI ARABIA

Abstract: This study has investigated the nature of national libraries through a study of their generally accepted functions and of those functions appropriate to the establishment of such a library in a developing country like Saudi Arabia. The author undertook the following procedures: (1) Compiled a list of the national library functions which are mentioned in the literature, and included it in a questionnaire which was sent to fifty national libraries throughout the world asking them to indicate on a scale of 1-5, the priority level of those functions they perform. (2) Reviewed and analyzed official documents in Saudi Arabia on the current state of library and information services. (3) Obtained opinions from Saudi professionals and potential users, and from the national librarians previously surveyed as to proper functions for a proposed national library in Saudi Arabia. 82% of the national libraries' questionnaires and 87.5% of the Saudi professionals' questionnaires were returned.

The analysis generated a clear idea as to the functions of a national library, based on the concepts of collecting, organizing, preserving, and controlling a country's national literature. This is done through the exercise of twenty-two functions which, although implemented differently among the world's countries in response to local, social, political, and economic circumstances, are acknowledged to be valid functions of a national library.

It is clear that a national library is necessary for any country which (like Saudi Arabia) has no national library nor any other institution which collects and controls the national literature.

A method for planning a national library is proposed in the form of planning guidelines for Saudi Arabia which takes into consideration the current state of the nation's library and information services, as well as the opinions of Saudi professionals and of national librarians. The guidelines suggest the establishment of a national library in Saudi Arabia through a ten-year planning period, in three phases of two, three, and five years.

Although the planning guidelines are devised in Saudi terms, a general framework is proposed in the form of a checklist for planning national libraries in other developing countries.
