Title: FOREIGN LANGUAGE CHILDREN'S LITERATURE IN THE UNITED STATES: AN INQUIRY INTO THE COLLECTING PATTERNS OF RESEARCH INSTITUTIONS TOGETHER WITH A PROPOSAL FOR A NATIONAL ACQUISITIONS PLAN FOR FOREIGN LANGUAGE JUVENILIA

Abstract:
Acquisition of children's literature for research purposes
has been an accepted activity in the United States for more than
a century, although the reasons for gathering have not always
been well defined with the result that many institutions have

duplicated the efforts of others while neglecting broad areas of this
literature. This situation is particularly noticeable in the area
of foreign language children's literature in the post-World War II
period.

Activity in this specialized area of-acquisition has been examined by:
(1) identifying the types of U. S. institutions (public. academic,

special, national, and ethnic) gathering such material (2) describing

in text and tabular form the nature ofthe collections within the

sample, (3) describing the means by which the material was gathered.

The identification of the collections was made possible
through guides to special and subject collections and the writer's
knowledge of additional col1ections not heretofore described in
published guides. The nature of the twenty-three collections
of the sample was determined by personally visiting and counting
the holdings and arranging the imprint information in chronological
order by national and language subdivisions. Data on the means of
acquisition were acquired through interview with the curators.
Evaluation of holdings in relation to production was made through
comparison with the writer's compilation of book production statistics.

The study is divided into three sections: The first section
examines the types of libraries acquiring foreign language juvenilia.
The second section deals with the national programs of acquisition
and their respective positions on juvenilia. The third section contains
a suggested national plan for correcting the present erratic
approach to the acquisition of foreign language juvenilia.

Following are several conclusions which were supported by
the data gathered:
1. Existing Collections of foreign children's literature
consist primarily of material in book form.
2. Materials in the collections described in published guides
are usually acquired with the primary purpose of preserving examples
of foreign language children's books having high graphic and literary
quality.
3. This general qualitative concern has resulted in considerable
duplication at the expense of materials from countries where
juvenilia does not conform to established standards of quality.
4. The two national plans which currently permit the
acquisition of juvenilia (National Program for Acquisition and
Cataloging and the Public law 480 Program) follow-the narrow approach

of acquiring solely that juvenilia having'a high level of '
graphic or literary quality.

5. Generally neglected forms are the book of mediocre
or poor quality but great popularity; the children's periodical,
and newspaper; the phonorecording; the calendars of radio and
T.V. broadcasting; the children's film; the children's boxed game.

6. Generally neglected gegraphic regions and languages
are languages of the Soviet Union other than Russian and Ukrainian;

minority language titles from most countries; minor Germanic
languages; Rumanian; Hungarian; Albanian; Arabic language
materials; South East Asian materials .
