Title: A STUDY OF THE FREE DISTRIBUTION OF CANADIAN FEDERAL GOVERNMENT PUBLICATIONS TO DEPOSITORY LIBRARIES IN CANADA

Abstract: This historical study traces the emergence and development of official policies, standards, and procedures governing the free distribution of federal public documents in Canada from pre-Confederation to the present. Evidence of early Canadian interest in the distribution of official publications may be seen in measures introduced in the Legislative Assembly of the Province of Canada (1841-1867) and in the exchange programs established by the forerunner of the Library of Parliament during the life of the United Province. The problems of waste, duplication, inefficiency, and ever rising costs which plagued early printing and distribution efforts persisted after Confederation (1867) when the government of the new Dominion of Canada continued and expanded the practice of drawing up lists of selected libraries and other categories of officials and institutions designated to receive free copies of certain federal documents. The history of the depository services program, before and after its formal inauguration in 1927, is firmly bound up with the fortunes of the Department of Public Printing and Stationery and its successors. Examination of Canada's printing and publishing establishment reveals an ongoing struggle between Public Printing and Stationery's legislative mandate and the habits and demands of Parliament and the departments of the federal government. In its library aspect the depository program has in many ways been invisible; government has not publicized it and it is markedly absent from studies and reports on the dissemination of official information. Yet recent attempts by the Canadian government to reduce the number of depositories on economic grounds have been impeded by the extent to which the program is entrenched in the country's libraries; by opposition, organized by the Canadian Library Association, from the library community; and by growing pressure for increased public access to government information. Among identified shortcomings which may threaten the scheme are the lack of effective criteria to control the expansion of the program, the absence of sound standards to direct its performance, and the nonexistence of research studies on the subject.
