Title: NEW MEDIA AND THE LIBRARY IN HIGHER EDUCATION: A STUDY OF NIGERIAN UNIVERSITY LIBRARIES
Abstract: This study was conceived on the premise that there is need for the active involvement of libraries with the new media. This need is more urgent than ever before in institutions of higher learning, especially in Nigeria. The need results from the increasing yearning of people for higher education, the astronomic enrollment figures of students, the lack of adequate supply of faculty to cope with the demand of higher education and the lack of commensurate infrastructure and funds. This research sought the causes and effects of the levels of involvement of Nigerian university libraries with the new media. It identified many problems being faced and recommended possible solutions. The study considered those media outside the conventional library materials of books and periodicals, and it also undertook an assessment of the reported use of the new media by faculty and students in Nigerian universities.
In order to facilitate this study, three questionnaires were designed, in addition to a thorough search of the literature, to gather the requisite data. The questionnaires I, II, and III were administered to the thirteen Nigerian university libraries, a selected number of faculty and students respectively. The response rates of one hundred percent, 36.83 percent and 97.99 percent were gotten from the libraries, faculty and students respectively. The data collected were coded, analyzed and interpreted to test the hypotheses of the study.
The study found out that there are no correlations between the reported use of the new media by faculty and by students. The study also rejects the hypothesis that the new media are used more frequently by junior faculty. The study intended to test the hypothesis that the allocation of library resources of staff and funds for the provision of new media facilities is dependent on the use of these media by faculty, but on the data gotten from the libraries, it was impossible to determine how much of these resources are allocated to new media. Hence the investigator tested for the relationship between the total library budget and the faculty's reported use of the new media. The study, however, found out that the level of bibliographic and physical control of the new media affects their reported use by faculty.
This study recommends that the relationship between the librarians, teachers, and media specialists should be improved and these professionals should work together as partners-in-progress toward the achievement of a dynamic and effective education. The libraries are best placed for the procurement, organization and dissemination of new media. The study recommends that the faculty and the administrators should be educated on the potential of the new media. A long term solution is also recommended for the problem of lack of availability of new media producers and manufacturers within the country whereby the Federal government is actively and positively involved. As a short term solution, however, the study recommends the relaxation of foreign exchange regulations, particularly for educational institutions.
