Title: A PLAN FOR UNIVERSITY LIBRARY NETWORK DEVELOPMENT IN THAILAND
Abstract: The purposes of this study were to investigate the feasibility of a network of universities in Thailand; and to develop a plan for a university library network in Thailand. Data collecting methods were: questionnaire survey; interviews; and analysis of the literature.
Major findings of the survey were: The majority of universities did not have a homogeneous administrative system of libraries within each university. It is likely that within each university an effective coordination of libraries was lacking. Number of personnel was found to be adequate in comparison with the "1975 Standards for College Libraries" in the United States. Collections were small and far below the "Standards for the Thai University Libraries, 1976." Most of collections in each subject field would only take care of the needs of undergraduate students though graduate programs are offered in many disciplines. Almost all libraries were involved in some kinds of cooperative activities. There were twelve such activities, i.e., interlibrary loan, a union catalog, a union list. These activities were maintained either formally or informally or both. The survey indicated that cooperation was an interesting issue to the Thai university librarians. It was agreed by respondents that all activities which the network would be designed to handle were desirable. Respondents agreed that inadequate finances and resources were the crucial problems of cooperation that were most necessary to overcome.
Conclusions were: There must be a cooperative collections development program both internally in each university setting and among all universities. Effective means of access to the collections of all universities must be developed to meet the needs of users regardless of their locations. New organization should be developed to permit libraries to join together and to solve their common problems of developing collections, and serving the needs of their users. To make a network work, a plan for accomplishing it was proposed.
This plan proposed the establishment of a university library network under the Office of University Affairs to increase coordination and cooperation among the libraries of the fourteen government universities. The plan specified the long-range goals, objectives and functions which a university library network should try to achieve during the ten-year period.
