Title: A PROPOSAL FOR PLANNING AN INTERLENDING SYSTEM FOR THE LIBRARIES OF CAIRO CITY IN EGYPT

Abstract: A study was conducted to make explicit the factors responsible for the present state of the art of interlibrary loan in Cairo City and to propose a system for formal interlibrary lending which can be modified for other developing countries.

A questionnaire survey, interviews, visits, and analysis of the literature comprised the methodological tools utilized for data collection in this research. The questionnaire was designed to obtain data related to library collections, users, budgets, library techniques, and the extent of interaction among the national, special, academic libraries located in Cairo. Ten libraries which reported they participate in some form of interlibrary loan activity were selected for further analysis. The directors of these libraries were interviewed. These interviews identified some of the problems which hinder an effective interlibrary loan system: inadequate resources, budget constraints, lack of standardization, prohibitive library regulations, lack of bibliographic tools and nonexistent formal lending agreements. The interviews also enable the investigator to determine the extent to which the libraries of Cairo participate and support interlending activity.

The choice of Pittsburgh Regional Library Center (PRLC) for investigation was based on the fact that this network is geared toward facilitating access to library resources and delivery services. The goal and objectives of the system, its organizational structure, roles and functions, operational requirements, expected services, and its international lending function are presented.

The proposed system is supported by two major roles. The coordinator role of the national library will be characterized by the following responsibilities: (1) retention of the country's last document copy and its availability for loan; (2) acquisition of foreign materials; (3) coordination of the operational function for the establishment of standardized bibliographic form; (4) international lending function; and (5) coordination of the acquisition programs of the member libraries. The other role will be played by the member libraries. It will consist of: (1) cooperative acquisition programs for monograph and serial based on subject specialization of the collections already on existence; (2) assumption of the responsibility for making these collections available for loan.
