AN OVERVIEW OF CODE REVISION IN GERMANY AND THE SOVIET UNION Abstract: An historical analysis based on original German and Soviet-Russian sources examines efforts toward international alignment of cataloging code development by post-war Germany and the Soviet Union. While the German librarians were confronted with the decision of having to discard a scholarly, yet outdated cataloging code, the "Prussian Instructions", in favor of a completely new and untried set of rules for the alphabetic catalog, incorporating the previously unknown concept of corporate authorship, Soviet Cataloging Committees were wrestling with a redefinition and standardization of the form of entry which would yield uniform cataloging and bibliographic records across their multi-national Union. Acceptance of the "Paris Principles" (ICCP, 1961), as well as the development of the concepts underlying the International Standard Bibliographic Description (IMCE, 1969) provided the basis for international cooperation in formulating and revising cataloging codes. Thus, setting aside national preferences in cataloging theory, national committees East and West were guided by the pragmatic approach in formulating cataloging rules which would ensure uniformity of the bibliographic record, and provide maximum compatibility in the choice of data elements to allow electronic communication of bibliographic information on an international level. |
