Title: INFORMATION TECHNOLOGY TRANSFER TO SAUDI ARABIA
Abstract: Information technology is studied in the context of its transfer to Saudi Arabia. The importance of a theory-based understanding of information technology and of the transfer process is stressed.
As background to the problem, Saudi Arabia's past and current economic development plans are examined, along with underlying socio-cultural aspects. The nature of technology and technology transfer are examined and defined. Information technology is explored in light of Daniel Bell's concepts of post-industrial society and intellectual technology. The central role of theory in innovation and policy formulation is stressed. The Debonian EATPUT model of information systems is presented, as are C. West Churchman's determining characteristics of systems.
The current status of information technology in Saudi Arabia is examined using field research methodology. Questionnaire surveys administered to information technology personnel (administrators, technicians, and users) in universities, government agencies and private companies in Saudi Arabia. Further, in-depth interviews were conducted with several key people.
The data generated form the components of a comprehensive model of information technology transfer to Saudi Arabia.
The model developed is juxtaposed against the theories of C. West Churchman and Anthony Debons. The model helps to identify concepts and issues. The model's role in the formulation of a national information policy is discussed. Additional areas where research is needed are suggested.
