Title: COMPONENTS OF A PROPOSED RESOURCE SHARING AND INFORMATION NETWORK FOR ACADEMIC AND SPECIAL LIBRARIES IN JORDAN
Abstract: Based on the assumption that resource sharing would allow libraries in Jordan to achieve levels of services and efficiency by working in a cooperative mode, and that a favorable climate exists to establish a network, this study attempts to achieve two objectives: determine the feasibility of an information network, and to formulate the networks' components.
Analysis of the literature, questionnaires, interviews and site visits comprised the methodology for obtaining data. The questionnaires were designed to collect: current data on academic and special libraries, resources, and the nature and extent of cooperatives among them; librarians' opinions and attitudes of resource sharing and networking, functions, obstacles, solutions, and factors contributing to establishing the network; and steps for linkage with other networks abroad. Experts' opinions were probed on planning practical ideas and steps for implementation to assess the desirability, need, and extent of support, government officials were interviewed. Site visits to OCLC, MEDLINE, and Pittsburgh Regional Library Center (PRLC) furnished firsthand information and ideas to help in planning various aspects of the network.
Major findings of the study indicate that a wealth of cultural and historical information exists. The two university libraries are the largest and richest in resources, staff, and budget. However, most libraries suffer economic constraints, thus maintaining poor collections, facilities, and providing less than optimal services.
Cooperatives among libraries are informal and limited to interlending, gift and exchange, and photocopying. Nevertheless, resource sharing, cooperation, and networking concepts are well understood, and analysis of data indicate a favorable atmosphere to establish a network. Librarians and officials perceived the network as most needed for the flow of the world's knowledge and to further education, research, and development. The network infrastructure, telecommunications, legislation, coordinating agency, funding, and resources were pointed out. Librarians voiced their concern for the need of a deposit law, national bibliographies, and leadership.
Supported by the findings, a "plan for action" was proposed. Network modules would comprise of cooperative acquisitions, processing, interlending, storage, and delivery of services. Network rationale, goals, objectives, functions, governance, linkage, and operational requirements were discussed.
