Title: A study of cooperative programs among university and special libraries in Ethiopia, Kenya, and Tanzania
Abstract: The purpose of this study was to examine the nature and extent of cooperative activities and to design the "most appropriate" model for a cooperative program for university and special libraries in Ethiopia, Kenya, and Tanzania.
The questionnaire was designed to collect data on special and university libraries' personnel, organizational units, resources, technologies, functions, obstacles, librarians' opinions, and attitudes toward library cooperation. The questionnaire was sent to twenty-five university and special libraries in Ethiopia, Kenya, and Tanzania. An eighty-eight percent response revealed that the majority of libraries have a great interest in an organized library network. The study showed that most of the cooperation among the libraries is equally maintained by formal and informal agreements. Most of the special libraries indicated that they had no separate organizational unit to perform specific functions. However, the majority of the university libraries listed six organizational units: Acquisitions Department, Administrative Department, Circulation Department, Reference Services, Serials Department, and Technical Services. In addition, the study found that the problems affecting library cooperative activities in the three countries comprise the following: inadequate number of professionals, insufficient funds, lack of proper equipment, inadequate communication system, lack of bibliographical control, luck of an effective library association, and lack of library and librarianship recognition.
Based on the findings, a network model has been proposed for a plan of action to establish a network system. The proposed plan provides for a central office or secretariat to be directed by a coordinator, and the network program includes cooperative acquisitions, assigned subject specialization, central order office, union exchange list, and clearinghouse.
The network rationale includes goals, objectives, and functions. The plan describes what the system is able to do and provides for an administrative operation requirement needed to establish the network system in two phases. Phase one deals with the development of tools for resource sharing, and phase two describes the planning of resource sharing.
