Title: Access to U.S. scientific and technical information: Role of news texts in political discourse and policy-making

Abstract: The press, organized interest groups, and policy leaders interact in complex ways in making policy regarding access to scientific and technical information. This political communication research was conducted in the context of federal policymaking and within the framework of the pluralistic and bureaucratic politics model. The news language found in prestige newspapers and the specialized press was contextually analyzed and compared to learn how the texts potentially informed and motivated attentive and elite audiences to participate in political discourse and the policymaking process. Four propositions were used to study the news language and infer interactions of political actors in policymaking involving prepublication review of research papers, Executive Order on National Security Information, and the application of export controls to scientific and technical information. It was found that when using a historical context, each news source oriented that context to its audience and only sometimes used it for advocacy purposes. The context of the current issue used in news texts varied among the information controlling mechanisms. Overall, the specialized press was more confrontational of policy leaders than were the prestige newspapers. Disagreements among policy leaders were sometimes used by the press to analyze and interpret policy options and to evaluate policy, rather than to confront policy leaders. Across all the propositions and for any of the information restricting mechanisms, the news language often differed by news source and audience orientation. The news texts usually implicitly invited the audience to participate in political discourse and policymaking. Participation would be possible mainly via organized interest groups. Discussion, negotiation, and disagreements among policy leaders were used by the news texts to inform the audience about different stages in the policymaking process, but especially the implementation stage. Critical reading of news texts taking into account their context and audience orientation may aid librarians, scientists, and educators to engage more effectively in political discourse and perhaps, in the policymaking process.
