Title: Glasnost in Soviet librarianship: LVIV, a case study
Abstract: The years of glasnost, 1985-1991, which proved to be the final years of the Soviet Union, were a time of unprecedented changes in Soviet cultural life. This study examined how libraries reacted to this opportunity for change. A case study was used to measure the perceptions of librarians as to changes in the operations of their libraries and an examination of content of two professional journals was made to determine changes in the practices of librarians and in the theories which guided Soviet librarianship.
The findings by means of these two methodologies showed that, at first, librarians responded to this opportunity for change hesitantly. Their reaction consisted in the acknowledgment of some operational problems and in concerns about correcting them.
This process, however, gathered momentum. After the beginning of 1988, it evolved into a recognition of critical inadequacies of collection and of limited access to information. Finally, it led to the questioning of some of the major precepts which characterized the profession. New leadership began to reconceptualize Soviet librarianship and to form professional associations. The focus of library service was shifting from the requirements of the state to the needs of the readership. Although not completed within the time under study, this was a process of fundamental change.
