Abstract: The groupthink explanation of small group dynamics in foreign policy is examined in this research. The basic logic of the groupthink model is reassessed in the context of recent literature in the field of foreign policy decision-making. The author makes use of the case study method to engaged in an empirical and conceptual critique of the groupthink model. Eight episodes of decision-making in the Kennedy and Johnson administrations are considered. The cases involved U.S. foreign policy toward Vietnam, Laos, India, and Indonesia. A new model is proposed for the study of small group decision-making in foreign policy. This model builds on the original groupthink framework and emphasizes leadership, group learning, situation, and the degree of convergence in group problem representation. A wide array of small group behavior patterns across a variety of decision settings are explained in the new model. |
