Title: ISLAMIC RESOURCE SHARING NETWORK: A FEASIBILITY STUDY FOR ITS ESTABLISHMENT AMONG UNIVERSITY LIBRARIES OF SAUDI ARABIA AND THE REPUBLIC OF TURKEY AS REPRESENTATIVE ISLAMIC NATIONS

Abstract: We now live in a new library and information generation. Information is considered universally a national resource. Information has schools, centers and agencies dedicated to its study. This is true all over the world. This is a feasibility study for the establishment of an Islamic Resource Sharing Network (IRSN) among university libraries of the Kingdom of Saudi Arabia and the Republic of Turkey, two representative Islamic nations.

Related literature has been reviewed for this study to help define the network concept, and the characteristics of Islamic liabraries and librarianship.

Technological advances provide a comprehensive response to the issues and problems facing library services and activities in both countries on two levels: (1) electronic data processing, for example, will help them gain control of their respective resources through establishing extensive and easily referenced bibliographies; (2) these advances will help to make possible the development of Islamic resource sharing networks among university libraries.

This study consists of three major parts: describing the university libraries of each country, including their collections, communications technology, audio-visual materials, methods of bibliographic control and budget. These data will help to describe the existing librarianship at each university under study and the ability of these university libraries to cooperate with one another.

The second section describes the relationships among the seven Saudi university libraries, which indicates that there is cooperation. However, among Turkish university libraries, there is less cooperation than there should be. This study also demonstrated that cooperation between university libraries of the two countries is limited to certain subjects and certain universities. The Saudis and the Turks have separate cooperative programs with other foreign countries, including the United States, England, and other European countries. This cooperation, however, is limited to a very few types of service.

In third section, the IRSN concept was presented. It is the main theme of this dissertation, including IRSN governance, where it should be located, the forms of the bibliographic control, technologies, and the means of communication.

Furthermore, major IRSN requirements, its responsibilities, its advantages and disadvantages, obstacles facing the project and some good comments and recommendations from the respondents are discussed in order to present clearly the opinions and views of the respondents.
